A Union soldier comments on Lincoln's Emancipation Proclamation, 2pp. 4to., written by Sergeant B. Franklin Shafer, [POW May 12, 1864, Spotsylvania, VA.; POW Andersonville and then Florence, S. C.], 63rd Penn. Vols., "Camp Prescott Smith, Sept. 8, 1862," to his mother, reading, in part: "àwe have changed the name of our campàthere is not many troops here nowàmost of them have gone off to Gen. McClellanàhe is watching the rebels pretty close although they are not fighting now. Both armies appear to be restingàwhen they do commence again they will be apt to settle it before they give it up. They will have to do something this fall for the nine months men will be up next Mayàthen we would be in a bad fix if they go off and leave the three year men to hold the rebelsàwe [will be then] too much cut up to be much useàI do not know what the South will do after the President's Proclamation goes into effect. If they loose their n**gers they loose their allàthey will try and settle it in some way or therefore that timeàboth sides are about tired of this war Frank Shafer." Overall VG.
