Broadsheet, 14-1/4" x 18-1/2", titled CONGRESS OF THE UNITED STATRES", "An Act For the Government and Regulation of Seamen in the Merchant's Service." Issued by the Second Session of Congress, New York, January 4, 1790. The broadside is signed in type by President George Washington, Vice President John Adams and Secretary of State Thomas Jefferson. The Act displays a heraldic Eagle, upper left. Verso of document bears a partially printed agreement between the master and seamen of the Schooner Molly, 1818. This early Federal act regulating American Shipping established a contractual relationship between the master of a vessel and his seamen. Extremely Fine.
