A complete and authentic issue of the Columbian Centinel, July 6, 1791, 4pp., disbound, VG. From ther interior under the column head “Virginia. Federal City”, is the report of President Washington approving the plan of the city (Washington) “which had for several weeks occupied the time and talents of Col. L’Infant, assisted by Baron de Graff .... By this plan, and the President’s explanations, it appears that the buildings for the legislauture are to be placed on Jenkins Hill on the land of Daniel Carrol ... and the houses of the President ... are to be situated on the rising ground adjoining Hamburg within one mile of Georgetown ...” Then from the front page under “Cruelity of Slaves” there is a report of a planter order a runaway slave’s leg to be amputated ... another of a female slave strapped to a beam, naked, and being burnt repeadidly with a torch. Finally an unusual ad, “A young woman with a good breast of milk would be glad to go into a family to suckle a child”.
