Forged iron shackles consisting of iron loops joined together with three links of iron chain. The iron is heavily rusted. The barrel lock lacks its key. These are often called slave shackles. However, the restraints were also used by law enforcement and military. So, unless there is proveanance to a plantation, they’re just restraints.
