French Forrest (1796 - December 22, 1866) was an American naval officer who served first in the United States Navy and later the Confederate States Navy. Forrest became the Chief of the Bureau of Orders and Details until March 1863. He commanded the James River Squadron twice, from July 10, 1861 to February 27, 1862 (while also commandant of the shipyard) and again from March 24, 1863 to May 6, 1864 when he became the Acting Assistant Secretary of the Navy. Twice signed "French Forrest" as flag officer and "F. Forrest" as Chief of Bureau. The Forrest issues these Manuscript Naval instructions under the authority of Stephen Mallory, Secretary of the CSA Navy. The instructions are 2pp, CS Navy Dept, Richmond 14 Feby 1863. In part, "I. When any person enlists to serve in the Navy he must express at the time of enlistment whether he enlists for three years or for the war. All persons thus enlisting are entitled to the bounty of fifty dollars. .... II. Whenever a person is enrolled by the Military Conscript officers ... he has a right to express his preference for the military or naval service. If he prefers the latter, the conscript officer must so enroll him and he is bound to transmit to the Secretary of the Navy, a list of all such persons.
