Printed Document “LEGISLATURE OF PENNSYLVANIA. FILE OF THE HOUSE OF REPRESENTATIVES.” No. 1285, Session of 1911, 3pp. folio, put forward by Mr. Abram C. Stein (1880-1950) and reads in part: “...A Join Resolution Requesting the United States Senators to support he resolution now pending in Congress for the abtogation of the treaty between the United States and Russia...the inhabitants of each country shall mutually have the liberty to enter sojurn and reside in the respective territores of wach other and to that effect shall enjoy the same security and protection as natives of the country wherein they reside and Whereas the government of Russia has singled out a certain class of citizens and inhabitants of the United States and forbidden them from sojourning or residing in or entering into the territory or dominion of Russion on account of their religious faith and ...its the fundamental principle of this goverment that the rights of its citizens shall not be impaired at home or abroad because of religious belief...the goverment of Russia has violated the treaty...particulary to the regulations in force concerning commerce to mean that American citizens of Jewish faith are subject in Russia to the same restrictions that Russia imposes upon Russian inhabitants of Jewish faith ...and by refusing to honor American passports issued to American citizens of Jewish faith...we hereby petition our Senators and Congressmen from this State to request the President of the United States to abrogate the treaty between the government of Russia and the United States of America...” Fine condition.
