PIERRE SOULE (1801-1870) U.S Senator and Minister to Spain in the pre-Civil War era who was the author of the famous Ostend Manifesto of 1854, a document used by southern slave holders attempting to gain government support for the U.S to annex Cuba. Black ink signature on 2 in. x 4.5 in. sheet, likely cut from another document. Fine condition.
