Mrs. Charlotte Despard (1844-1939) portrait, Mrs. Despard left the W.S.P.U in 1905 to found the Womens Freedom League. nd, c1906. ... plus, Postcard, "The Just Government League Presents, The Convert (Votes for Woman) Arranged for this Performance". Albaugh's Theater, Tuesday, October 29, 8:15. The most successful of the suffrage organizations in Maryland was the Just Government League established by Edith Haughton Hooker in 1907. They organized popular suffrage hikes, the first of which was held in January 1914, where they marched from Baltimore to Annapolis to deliver a suffrage petition to the Maryland General Assembly. Despite their hard work and perseverance, Maryland suffragists were unable to convince the General Assembly to ratify the 19th Amendment in 1920.
