The text in part, "Since the outcry against national prohibition has become so pronounced throughout the country, the advocates of that system have attempted to justify themselves by the claim that the so-called eighteenth amendment was adopted in response to popular demand," says an interesting statistical circular, recently issued by the national association. ... As a matter of fact the public had nothing to do with the proposition. In none of the states did the people vote for it and in Ohio, the only state where they have thus far been able to vote upon the amendment, they rejected it, rescinding the attempted ratification by their legislature. ... Iowa had voted down state constitutional prohibition in 1917, and Vermont's voters had buried state prohibition by a big majority in 1916; both legislatures registered in the ratification column. So it was also with Alabama, where the only popular verdict had been heavily against state prohibition. ...."
