This stanhope of President Cleveland and his wife Frances in facing images is on the screw out tip of another intricately carved, bone dip pen which lacks the pen tip. These were issued w/o the nib as most writers had their own personal preference of nibs. The pen also unscrews from the 4" ivory base.
