JEFFERSON, Thomas (1743-1826) 3rd United States President (1800-1808) Drafted the Declaration with John Adams, Benjamin Franklin, Roger Sherman, and Robert R. Livingston. Governor of Virginia (1779-1781) Member of the Continental Congress (1783-84) Secretary of State (179-93) and Vice President (1797-1801) He defeated John Adams for President in 1800 and Charles Pinckney in 1804. Manuscript Letter Signed, "Th. Jefferson" as President, 1p. quarto, Washington, July 19, 1807, addressed in Jefferson's hand "To Capt. John D. Burk and the Petersburg Company of riflemen" it reads "The offer of your service in support of the rights of your country merits & meets the highest praise; & whenever the moment arrives in which these rights must appeal to the public arm for support, the spirit from which your offer flows, that which animates our nation, will be their sufficient safeguard. To the Legislature will be rendered a faithful account of the wants which have so justly excited the sensibilities of our country, of the measures taken to obtain reparation & of the result; & to their wisdom will belong the course to be ultimately pursued. In the mean time it is our duty to pursue that prescribed by the existing laws; the authority of these heaving been recently & grossly outraged in the State of Virginia, the Governor will employ such portions of its militia as in cooperation with the force of the U.S. in the same quarter, may protect the country, its citizens & property from violence towards this your services are accepted under his direction..."
