A good war-date copy letter written to Abraham Lincoln by the governor of Rhode Island requesting authority to protect Narragansett Bay, 2pp. 4to., Executive Department, Providence, June 27, 1863, in part: "...Great insecurity is felt here on account of the unprotected condition of Narragansett Bay. There is nothing to prevent a rebel incursion through the 'West Passage" exposing to destruction this city. I...request immediate authority to construct arm and man suitable earthworks at the expense of the Federal Government and the plans...in the War department for such works be furnished without delay. Also authority to cause all vessels to be brought too and inspected before entering the bay...(signed) James F. Smith, Governor of Rhode Island...[on the verso is the government's reply]...Washington, June 27, 1863...I am instructed by the President...that the authority asked for...is granted...the Chief of engineers Bureau is instructed to furnish you the plans & also an engineer officer to assist in laying out the work. (Signed) E. M. Stanton, Secy. of War...". Worthy of further research to determine if the work was ever carried out. Near fine.
