From page 2; "The Amendment Adopted" Before this paper is issued it is not improbable that the formal proclamation of the adoption of the Fifteenth Amendment will have been made... 'The right of citizens of the United States to vote shall not be denied or abridged by the United States, or by any State, on account of race, color, or previous condition of servitude.' 'Congress shall have power to enforce this article by appropriate legislation.'...” Associated cartoon on the back page shows a Black man voting. And, front cover page has a Winslow Homer engraving, Tenth Commandment.” Minor edge tear, else VG.
