Newspaper, complete and authentic issue of the Niles Weekly Register, Baltimore, September 20, 1817, 16pp., disbound. From the interior a full printing of the Mississippi Constitution, 4-1/4 pages. The Constitution was approved by the Federal Government for Mississippi’s entrance in the Union, December 17, 1817. Under “Slaves, Section 1, “The General Assembly shall no power to to pass laws for the emancipation of slaves ... no laws to prevent immigrants into the State to bring with them such persons deemed as slaves ... shall have power to pass laws to permit the owners of slaves to emancipate them ...to oblige the owners of slaves to treat them with humanity, to provide them necessary clothing and provision ...” Last page has brief notice, “Died at Westport ... Paul Cuffee, a very respectable and well known man of color ...” First Email with $50.
