Complete issue of Frank Leslie’s Illustrated, August 20, 1864, 16pp., disbound, VG. From the interior, a 1/3 page engraving captioned “The War in the South - Paying Off Negro Soldiers at Hilton Head, S.C. ...” Marvelous image shows two paymasters, five Black soldiers in the foreground and another 20 black soldiers in the background. There is a brief report on the same page. Also from the interior, a horizontal full page engraving by Edwin Forbes, “The War in Virginia - Contrabands Coming In To The Union Camp ...” depicts 12 men, women and children.The Negro troops were not given a bounty, but instead received only laborer's pay, thus serving for $6 a month less than white soldiers. On June 15, 1864, a bill was passed through Congress, providing for equal pay for Negro soldiers.
