Stout, Medical Director of the Army of Tennessee Medical Director and Supervisor of Andersonville's POW Hospital, entitled in fountain pen: "S. H. Stout to Relief Society, Atlanta, Ga.", reading, in small part: "…I send you the following memoranda which may be of some assistance to the members of the Tennessee Soldier's Relief Society in perfecting their plans for practical usefulness after a battle and…to the relief of destitute soldiers…I. Your battle-field relief committee should be well chosen…to their efficiency among the wounded, their ability to endure hardships and strength to endure fatiguing labors, no idlers, curiosity seekers [or] trophy hunters should be permitted to go to the front, occupying valuable room upon the cars…II. The chairman of your committee should place himself in communication with the Post Surgeon at this place…that officer will make his report to Surg. D. D. Saunders, who is the Chief of the Corps…Saunders will be in direct communication with the Med. Director of the Army in the field…III. supplies to be carried to the battlefield should…consist of cooked food…which can be prepared on the field…IV. In the event of a battle there should be a committee in Atlanta…to have fresh supplies of cooked food prepared daily…V. Your committee…should be instructed to cooperate hearty with the Med. Corps…VI. It is very difficult after battles to secure…bandages & dressings…supervising the cooking of provisions,,,might be assigned to the ladies of your society…VII…I would recommend that you open an depot for the supply of destitute…soldiers in the city…VIII. Allow me to suggest…that some effort be made to supply line officers, whose pay, does not…support them…to procure clothing at lower rates…a portion of your capital might be invested in cloth, boots, shoes & underclothing, to be retailed at actual cost…".
