Hooper” Secretary of Congress, 1pp. small quarto, Office Secretary of the Confederate Congress, December 23, 1861, addressed to President Jefferson Davis, and reads, “Congress this day advised and consented to the following nominations attached in the Provisional Army of the Confederate States, in the Navy and Marine Corps of the Confederate States and Chief Collectors of War Tax in respective States.” Fine condition.
