War-date Confederate Circular Signed "H.C. Fleet" Captain, 1pp. Quarto, January 25, 1864, addressed to local enrolling officers and reads in part: "...There is scarcley a house in which there cannot be found a musket, sabre or carbine & at least enough in the district to arm a regiment of men. The fact the arms were captured from the enemy or purchased unless from the Government is no right of possession. Indeed persons who purchased arms from soldiers are liable to punishment…" Fine condition.
