BARTLETT, John Russell, (1805-1896) was an American historian and linguist. From 1855 to 1872 Bartlett was Secretary of State of Rhode Island, and while serving in this capacity thoroughly re-arranged and classified the state records and prepared various bibliographies and compilations, relating chiefly to the history of the state.Letter Signed “John R. Bartlett, Secretary of State” on State of Rhode Island Secretary’s Office letterhead, providence June, 22, 1865, written to Joseph A. Gilmore, Governor of New hampshire, 1pp., Fine. In full, “In compliance with an order of the General Assembly of this State, I beg leave to transmit to you a copy of Resolutions adopted by that body in relation to the Reconstruction of the States recently in rebellion against the United States. ...” It would appear that the resolutions referred to were the ratification of the 13th amendment which was voted on by Rhode Island on February 2, 1865 and ratified by New Hampshire about a week after this letter, July 1, 1865.
