MEMMINGER, Christopher G. (1803-1888) was a German-born American politician and one of the founding fathers of the Confederate States. He was the principal author of the Provisional Constitution (1861), as well as the founder of the nation's financial system. As the first Confederate States Secretary of the Treasury, Memminger was the main author of the economic policies of the Jefferson Davis administration.Autograph Letter Signed, "C.G. Memminger" on Treasury CSA letterhead, 2pp. Richmond, July 11, 1863, written to President Jefferson Davis. In large part, "When Richmond was threatened by attack by the enemy, I assembled all the clerks in the Treasury Department and recommended to them immediately to volunteer their services for the defence of the city. I stated to them that the Govt. had ordered out the militia, and as the whole people were about to take arms, it became the duty as I hope it would be esteemed privilege of each capable man to come forward in defence of the country. The clerks immediately responded for duty. Desiring to know whether any held back, I requested the heads of Bureaus to inform me whether any of the clerks remained out of the organization and the reason why ... which seemed to me to leave no alternative but his dismissal. I did not dismiss him however until the end of the month, leaving him the time for reconsideration, if he saw fit to reconsider. Instead, he wrote me the letter to which I replied. Copies of the correspondence are herewith ... it seems to me that the party has shown himself to be unworthy of the support of the Government ..."
