Broadside, 5-1/2" x 8", with bold title, "Governor Bradford's Proclamation, The City Militia Called Out. State of Maryland" Baltimore July 12, 1864". In part, General Order No. 28.-The invasion of the State by the public enemy, and their threatened approach to the City rendering it necessary to exercise the power vested in the Commander-in-Chief of the Militia, of calling them into actual service ... it has been determined that the whole enrolled militia of this City ... The enrolled men of the City will assembled in their respective Wards TO-MORROW, 13TH inst., at 5' o'clock, PM. ... When the enrolled men of each Ward are thus assembled ... they will be offered, armed and equipped ..." This scarce broadside was issued in direct response the Battle of Monocacy which was fought on July 9, 1864, about 6 miles from Frederick, Maryland. Confederate forces under Lt. Gen. Jubal A. Early defeated Union forces under Maj. Gen. Lew Wallace. The battle was the northernmost Confederate victory of the war. Afterward, the Union troops retreated to Baltimore, Maryland, and the Confederates continued toward Washington, D.C. But because the battle had delayed Early's march for a day, Union reinforcements had time to get to the Union capital before the Confederates. Early launched an attack on Washington on July 12 at the Battle of Fort Stevens, but the Confederates were unsuccessful and retreated to Virginia.
