Framed stereoview showing Members of the U.S. House of Representatives who voted 'Aye' on the 13th Amendment the Constitution of the United States. Published by George May Powell. This noted U.S. Treasury Department statistician was an entrepreneur who created the composite photograph, that proved quite popular, of House signers of the amendment abolishing slavery. The Thirteenth amendment was passed by the Senate on April 8, 1864, by the House of Representatives on January 31, 1865, and ratified by the required 27 of the then 36 states on December 6, 1865, and proclaimed on December 18. The amendment finally passed the House by a vote of 119 to 56, narrowly reaching the required two-thirds majority. It was the first of the three Reconstruction Amendments adopted following the American Civil War.
