On pre-printed form, 5” x 7-1/2”, “Head-Quarters Depot for Prisoners of War” Elmira NY, October 14, 1864, is the permission to furnish articles of clothing issued to “W.F. O’Keene of Mattapoisett Mass” for the use of Edward M. Evans, a Prisoner of War.....” There is a verticle red overprint, “This permit to be Sent with the Articles and is Not Transferable.Edward M. Evans enlisted May 13, 1862 at Savannah. He was in Co. B and later Co. E, 21st Battalion, Georgia Cavalry until February 13, 1864 when the 21st and two other units were consolidated to form the 7th Regiment, Georgia Cavalry. Pvt. Evans was then assigned to Company F of the 7th. He had a short stay in a Savannah hospital. On June 11, 1864 he was captured at Louisa Courthouse, Va.. Evans was sent to Fortress Monroe, Va. June 20th and was transferred to Elmira Prison, N.Y. July 25, 1864. Pvt. Edward M. Evans was released from prison June 3, 1865. His description: residence, Boston Ga.; complexion, darj; hair, dark; eyes hazel; height, 5 feet 11-3/4”. Likely removed from an album as some residue remains on the reverse.On July 6, 1864 the first 400 Confederate prisoners-of-war arrived in Elmira. By August 18 the population was 9,262. From the beginning, the camp was ill-prepared and undersupplied. Outbreaks of measles, scurvy, and waterborne diseases overwhelmed the short-staffed hospital.
