John Bussing Haskin (August 27, 1821 – September 18, 1895) was an American lawyer and politician who served two terms as a U.S. Representative from New York from 1857 to 1861. Autograph Letter Signed “John B. Haskins”, 2pp., recommending an appointment to Governor-elect Horatio Seymour. Datelined 106 Broadway, N.Y. Dec. 15th, 1862. In part, “Col. G. W. B. Tompkins of this city is an applicant to you for the appointment of Inspector General. ... He has been in several engagements as Col. and as acting Brigadier General during the existing terrible rebellion and acted ably and bravely. So much so that the President sent his name for promotion as a Brigadier General, to the US Senate. ....”On March 20, 1862, Lincoln wrote to Stanton and recommended that George W. B.Tompkins be appointed a brigadier general, but the appointment was never made. His action became known to Genl. Stone, who had charges preferred against him, and he is now under arrest.
