James Buchanan Jr. (1791-1868) was an American lawyer, diplomat, and politician who served as the 15th president of the United States from 1857 to 1861. He previously served as secretary of state from 1845 to 1849 and represented Pennsylvania in both houses of the U.S. Congress. He was an advocate for states' rights, particularly regarding slavery Partly-printed DS as president, one page, 8 x 10, October 14, 1858. President Buchanan directs the Secretary of State to "affix the Seal of the United States to my Proclamation of the Convention of 4 July 1857, respecting the 12th Article of the Treaty with Peru of 1851." Signed prominently at the conclusion by James Buchanan. In fine condition. This document relates to a convention held to clarify the interpretation of Article 12 of the original Treaty of 1851 between the United States and the Republic of Peru concerning duty-free commerce for the whaling ships of the United States in the ports of entry of Peru.
