From the front page, there are thirteen Acts of Texas Congress in preparation of secession, including "An ACT to provide for submitting the Ordinance of Secession to a vote of the people .... for ratification or rejection of the Ordinance of Secession passed by a convention of the people assembled in the City of Austin, on the 1st day of February 1861. Then from page 3, Texas State Convention prepares to send their electors to Montgomery to Vote on the formation of the Provisional government and Presidential electors ...."
