Newspaper, a complete and authentic issue of The New Haven Gazette, February 14, 1788, 4pp., disbound. Extraordinary front page consists of two schedules. "Number of Inhabitants in the several States which could be obtained by the Federal Convention, May 1787. It presents the States / Inhabitants / and Delegates in Congress. The total delegates, 56. The slave states are also noted with the population of the NEGROES (520,000 total). At the 3/5ths, it was the equivalent 208,000 population. From page, we read of the "February 7th .. the Massachusetts Convention assented to and ratified the CONSTITUTION proposed by the Federal Convention ..." And of great importance, the Massachusetts convention recommended NINE Amendments to include "that it be explicitly declared that all Powers not expressly delegated by the aforesaid Constitution are reserved to the several States to be by them exercised." Finally, a parade celebrating the ratification under, "Order of the Procession" we are treated to a woodcut of "The Ship Federal Constitution, on runners, drawn by 13 horses"... We are also advised of "Ratification of the New Constitution by the State of North Carolina" .... "Augusta, Jan. 5., We have the pleasure to announce .. the Convention of this state unanimously ratified the Federal Constitution
